The nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby.<\/p>\n<p><a href=\"http:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Renewable-Energy.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-3975\" src=\"http:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Renewable-Energy-300x297.jpg\" alt=\"\" width=\"300\" height=\"297\" srcset=\"https:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Renewable-Energy.jpg 300w, https:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Renewable-Energy-150x150.jpg 150w, https:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Renewable-Energy-80x80.jpg 80w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p><strong>When will the new regulations be introduced?<\/strong><\/p>\n<p>Article 9(1) of <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=celex%3A32010L0031\">Directive 2010\/31\/EU of the European Parliament<\/a> and of the Council of 19 May 2010 on the energy performance of buildings requires that all new buildings:<\/p>\n<p>&#8211; shall be nearly-zero energy buildings by <strong>31 December 2020<\/strong>;<\/p>\n<p>&#8211; occupied and owned by public authorities shall be nearly zero energy buildings after <strong>31 December 2018<\/strong><\/p>\n<p>A full review of Part L of the Building Regulations is expected to be published very soon, this will include the nZEB standard.<\/p>\n<p><a href=\"http:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Part-L.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-3974\" src=\"http:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Part-L-246x300.jpg\" alt=\"\" width=\"246\" height=\"300\" srcset=\"https:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Part-L-246x300.jpg 246w, https:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/Part-L.jpg 308w\" sizes=\"auto, (max-width: 246px) 100vw, 246px\" \/><\/a><\/p>\n<p><strong>What are the transitional arrangements?<\/strong><\/p>\n<p>This will be confirmed when the reviewed Part L\u00a0of the Building Regulations is published.<\/p>\n<p>The draft transitional arrangements required the standard to apply to all new dwellings commencing construction from <strong>1st April 2019<\/strong>\u00a0(subject to transition).<\/p>\n<p>Transitional arrangements (draft) will allow Part L-2011 Dwellings to be used when planning permission has been applied for prior to the application date of 1st April 2019 and substantial work * is completed by 31st March 2020.<\/p>\n<p>*The structure of the external walls has been erected.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>How will compliance with nZEB be demonstrated?<\/strong><\/p>\n<p>For domestic buildings, compliance will be demonstrated using the DEAP methodology. DEAP is currently being updated to account for NZEB.<\/p>\n<p>For non-domestic buildings, compliance will be demonstrated using the NEAP methodology.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Is nZEB standard only for new houses?<\/strong><\/p>\n<p>No, the new standard applies to Domestic and Non Domestic Buildings.<\/p>\n<p>It also applies to existing buildings (Domestic and Non Domestic) where major renovations take place.<\/p>\n<p>\u2018<em>Major Renovation<\/em>\u2019 means the renovation of a building where more than 25% of the surface area of the building envelope undergoes renovation.<\/p>\n<p>For E<em>xisting<\/em>\u00a0<em>Non Domestic Buildings<\/em> this will require that the building is brought up to cost optimal level, which is defined in the building regulations as:<\/p>\n<ul>\n<li>Upgrade Heating System more than 15 years\u2019 old<\/li>\n<li>Upgrade Cooling and Ventilation Systems more than 15 years\u2019 old<\/li>\n<li>Upgrade Lighting more than 15 years old.<\/li>\n<\/ul>\n<p>For E<em>xisting Domestic Buildings<\/em>, it is proposed that major renovation is typically activated where external wall is renovated. The cost optimal level is a primary energy performance of 125 kWh\/m2\/yr when calculated using DEAP or upgrade of roof insulation and heating system.<\/p>\n<p>&nbsp;<\/p>\n<p class=\"normal\"><strong>What are the BER requirements once nZEB standards are implemented?<\/strong><\/p>\n<p>This is currently out for public consultation, refer to\u00a0<a href=\"http:\/\/www.housing.gov.ie\/housing\/building-standards\/tgd-part-f-ventilation\/public-consultation-review-part-l-f-building\" target=\"_self\">Department of Housing, Planning and Local Government website<\/a>\u00a0for proposed changes to the regulations and DEAP methodology.<\/p>\n<p>For all new builds, it is proposed that nZEB will be equivalent to a 25% improvement in energy performance on the 2011 Building Regulations.<\/p>\n<p>This equates to an energy performance and carbon performance parameter that is 70% better than Ireland\u2019s 2005 standard.<\/p>\n<p>A new Nearly-Zero Energy Building (Dwelling) will typically correspond to an A2 Building Energy Rating (BER).<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/euro_large.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-3973\" src=\"http:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/euro_large-300x169.jpg\" alt=\"\" width=\"391\" height=\"220\" srcset=\"https:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/euro_large-300x169.jpg 300w, https:\/\/isabelbarrosarchitects.ie\/blog\/wp-content\/uploads\/2018\/10\/euro_large.jpg 730w\" sizes=\"auto, (max-width: 391px) 100vw, 391px\" \/><\/a><\/p>\n<p><strong>Will a new house be more expensive to build from\u00a01st April 2019?<\/strong><\/p>\n<p>The impact on design and cost is expected to be relatively small.<\/p>\n<p>The projected increase is 1.9% over current construction costs depending on the dwelling archetype and design specification applied.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; We are quickly approaching the introduction of Nearly-Zero Energy Buildings (nZEB) standard and once again we are asked to improve the energy performance of buildings. &nbsp; What is a\u00a0Nearly-Zero Energy Building (nZEB)? \u2018Nearly zero-energy building\u2019 means a building that has a very high energy performance.
