{"id":4138,"date":"2019-05-14T09:18:53","date_gmt":"2019-05-14T09:18:53","guid":{"rendered":"https:\/\/isabelbarrosarchitects.ie\/blog\/?p=4138"},"modified":"2019-05-14T09:18:54","modified_gmt":"2019-05-14T09:18:54","slug":"overview-of-key-changes-to-tgd-l-dwellings-2019","status":"publish","type":"post","link":"https:\/\/isabelbarrosarchitects.ie\/blog\/overview-of-key-changes-to-tgd-l-dwellings-2019\/","title":{"rendered":"Overview  of Key Changes to TGD L &#8211; Dwellings 2019"},"content":{"rendered":"\n<p>  <br>Technical Guidance Documents are published to accompany each part of the Building Regulations in Ireland indicating how the requirements of that part can be achieved in practice. <\/p>\n\n\n\n<p>Technical Guidance Document L (TGD L)  indicates the requirements for <strong>Conservation of Fuel and Energy<\/strong>.<\/p>\n\n\n\n<p>A new TGD L is due to be published in 2019. The new document follows a revision of the  <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=celex%3A32010L0031\">Energy Performance of Buildings Directive (EPBD)<\/a>. Member States have until March 2020 to translate into national law all the new requirements from the EU energy efficiency legislation affecting buildings. <\/p>\n\n\n\n<p>Draft Transitional Arrangements:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>NZEB and TGD L 2019 Dwellings to apply to new Dwellings commencing construction from 1st November 2019 subject to transition.<\/li><li>Transitional arrangements to allow TGD L 2011 &#8211; Dwellings to be used where planning approval or permission has been applied for on or before 31st October 2019 and substantial completion is completed within 1 year i.e. by 31st October 2020.<\/li><\/ul>\n\n\n\n<p><strong>Overview of key changes to TGD L Dwellings 2019:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Introduction of NZEB (Nearly-Zero Energy Building), MPEPC (Maximum Permitted Energy Performance Coefficient)=0.30, MPCPC (Maximum Permitted Carbon Performance Coefficient)=0.35<\/li><li>Introduction of Major Renovations to a cost optimal level where technically, economically and functionally feasible<\/li><li>Introduction of a Renewable Energy Ratio (RER) of 20% as per ISO EN 52000 (to replace 10kWh\/m2 \/yr).<\/li><li>Reduction of air permeability backstop from 7m3 \/hr\/m2 to 5m3 \/hr\/m2<\/li><li>Table 1- Reduction of wall and floor backstop U-Value from 0.21W\/m2K to 0.18 W\/m2K<\/li><li>Table 1- Reduction of window backstop U-Value from 1.6 W\/m2K to 1.4 W\/m2K<\/li><li>Inclusion of guidance to avoid overheating in dwellings<\/li><li>Par 1.3.2.5 \u2013 removal of variation of U-Value with percentage glazing \u2022 Introduction of calculation of Ru value for corridors in apartments. <\/li><\/ul>\n\n\n\n<p>The draft TGD L &#8211; Dwellings 2019 can be accessed <a href=\"https:\/\/www.housing.gov.ie\/sites\/default\/files\/public-consultation\/files\/technical_guidance_document_l_-_dwellings_2018_for_public_consultation.pdf\">here<\/a>.<\/p>\n\n\n\n<p>The current TGD L &#8211; Dwellings 2011-2017 can be accessed <a href=\"https:\/\/www.housing.gov.ie\/sites\/default\/files\/publications\/files\/technical_guidance_document_l-_dwellings_2017.pdf\">here<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/isabelbarrosarchitects.ie\/blog\/minimum-ber-rating-for-new-houses-built-in-2019\/\">Minimum BER rating for new houses built in 2019<\/a>.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Technical Guidance Documents are published to accompany each part of the Building Regulations in Ireland indicating how the requirements of that part can be achieved in practice.
